Russian Federation approved a new law about the second citizenship of the Russians

In the Federal Law № 62-FZ 31.05.2002 on “Citizenship of the Russian Federation” was amended, which became effective on August 4, 2014. According to these amendments, the Russian citizens who have a second citizenship, in addition to citizenship of the Russian Federation, will be obliged to inform the Federal Migration Service.

The Russians, who have the double citizenship or any other document confirming the right of residence in another country, must now report it to the Federal Migration Service of the Russian Federation. The relevant law was published in the Russian governmental daily newspaper Rossiyskaya Gazeta, on August 4, 2014.

The new law on dual citizenship concealment includes an administrative penalty or even criminal liability.

The obligation of notification personally the Federal Migration Service of the Russian Federation is valid for the Russians, who have acquired the citizenship of another country. The deadline for such notifications is set to 60 days from the date of the obtaining of another nationality or the date of entry into force of the new law (if the passport of another State has already been received). However, inform the Federal Migration Service will be also possible by the post. To this official notification will be needed to attach a copy of the document certifying the identity of the Russian citizen, and the document confirming the existence of a nationality of other country.

In case of infraction of the new law of the second citizenship are introduced an administrative fine of up to 200 thousand of rubles, or compulsory work for a period of up to 400 hours.

In general, in a big number of countries in the world is prohibited a dual citizenship. In Russian Federation, this restriction applies only to the official employees. But, previously, the fact of having a foreign passport by Russians wasn’t controlled. With the entry into force of the new law, to inform about it became the duty of every citizen.

But the new law also considers some exceptions. In case, for example, of those Russian citizens who reside abroad permanently. They are exempt from the notification of the obtaining of other nationality or other document confirming the right of residence in another country.
